CSS - Page Doesnt Touch Bottom Of Browser

If you view the page in FF, the main page (General Information) doesnt extend all the way to the bottom of the browser. I think it's lacking text, because if you visit the other pages, it works fine. This works regardless under IE. I'm stumped! I try to create a website which of itself has no scrollbar. The website needs to be 100% height of the browser. The website contains a div (with overflow: auto which starts at a certain height and needs to end at the bottom of the browser. When there is a short text, the should be no scrollbar, when there is a large text, there should appear a scrollbar. I got quite far with this as you can see below. However this script works in Firefox, Opera & Safari for Windows, it doesn't in Internet Explorer. With a large text it just makes the page larger and there is no scrollbar. Does anyone know how to fix this for at least IE6 & IE7? Thanks! You can run an image, a border, text, whatever you want off the top of the page, but can you do it with the bottom of the page. I'm placing my <id>'s in tables right now, but I'm open to whatever. I simply want an image consistently, running off the top of the page and the bottom of the page at all times. Any ideas? Click some of the random links and you'll see what I mean. Also, while I'm here I can't figure out how to adjust the spacing in the main content area to be more uniform between IE7 and FF. Ordinarily it works fine but when the center column has less height than the left or right columns (due to amount of content in each) then the footer overlaps the left or right column as it positions itself to just below the center column. Can anyone figure out why?
