HTML - Is This The Way To Implement A 'button'?

I am experimenting with a 'button' to click on to to to a link. I think that it is working pretty well, but I wanted to see if there is a better way to do it. It seems to sometimes act a little odd when the images first load in the browser. I plan on making this site 50+ pages...and as content varies from page to page....what is the best way to implement ads and menus so they are the same throughout the whole site? On the home page of the site I have put two radio buttons to give the choice to go to English version or Croatian version. So, it works, and I could use it, but only the right image is the link, so I was wondering how I could also make the left image the link too.
