HTML - At Wits End!

I am in the process of "tightening up" a website for a friend. I'm re-doing her entire site using Dreamweaver as my primary editor. At present there are three pages:

If you alternate between the pages, you'll notice that when you get to the "Rates" page it jumps about 15 pixels to the left. I have written, re-written and re-re-written the code to this page to try to figure out why it does that but have lost all patience after three solid days of trying.

I was able to create another version of the page at:

http://www.4madvertising.com/CACountyII/RatesII.html

that does not jump, but if I do ANYTHING to the code (ie line break, add a row to any table, look at it cross-eyed) it throws it off again. If you look closely at the "RatesII" page vs the "Rates" page, the only difference is that I put two extra <br /> tags under the header "Professional Card" (left side - first sub head) yet the "Rates" page jumps and the "RatesII" page does not.

My wife, my kids, my dog and my shrink would appreciate any input because I've driven them all crazy with my tantrums over the last 72 hours.
