HTML - Underlined Link

Ive been working on a website in my free time, and I have been wondering if it's possible to hover over a link, and change the text color of another link. The code is as follows: Code: <a href="somelink.html" target="framez">some link</a> What I want is when the link is clicked that it loads in the iframe (this works as intended) AND I want the page to scroll up to the iframe.
