HTML - Flipping An Image Vertical

I'm doing a site exclusively in HTML. It looks pretty good for my first attempt, but I can't find data ANYWHERE online to vertically align images. The site is frames, the top frame just displays an image, I need the image to self-center to accommodate other screen resolutions. If I use margin-top on the img it lowers the entire div (divs 'A' and 'B' that is), down. The first part , this page i need to put an widesky ad on both sides of the image & also want something that will rescale image to fit page as i need to fit in large images on the page , can this be done people? I need to align an image so it is in the dead center of my frame. This is because when the window is resized, the menu and header change size and go out of wack. I tried putting the image in a table, but i cant get anything to work. We arent allowed to use any CSS for the assignment, only pure HTML. I would like to have vertical scrolling in a table cell. The cell may be empty or may contain up to 2000 characters. If it does contain more than will fit in the horizontal space I'd like it to wrap and be visible, pushing the next row down so the cell displays the whole set of text within the cell area. Only then should the scrollbar show up. If the user enters data, I'd like it to do the same thing. Wrap on word boundaries and stay visible rather than scrolling a single line horizontally. Can I do this in html? Or, at worst, with a little CSS? Or, even worse, very simple javascript? BUT, the movie is not vertically align. It still is horizontally, but not vertically. And this is my problem. If I combine the two examples, the one where the content is dead center, and the one where I set the focus to the flash movie it won't work, and I get this error: 'window.document.test' is null or not an object This page is right now on my site: http://www.danandrei.ro And if you double click on the small browser icon from the lower left corner, you know the one that shows error messajes like "DONE but with some errors". you can see what I mean.
