PHP - Code Works Untill It Is In A Function

I have some code which works but when I created a function and call this same code it doesn't. Anyhow, why won't it work? I have a table of 1024 rows. Basically i need to select a random cell where the $row['clicked'] = 0. If its more than 0, then try again. I cant think of to use GOTO's or while loop or for... I had some trouble getting the mail function to work, I guess because I'm developing on LAMP (localhost), but I got it working at the office yesterday by configuring things as outlined here http://mattsk.blogspot.com/2010/09/configure-lamp-on-ubuntu-1004-to-send.html This got it working fine. But today I'm trying it from home and it's not working (mail is not getting sent). I don't know how the network is set up at work, but at home I'm on wireless lan through a d-link router. I have a feeling it has something to do with the smtp_port = 465 (see link above), and that port maybe being blocked by the firewall or something. I'm not really sure how all this stuff works though. I tried contacting d-link, but they want some money before they'll help me out. I followed some instructions I found online to forward port 465, which seemed to work (at lease the router told me so). But the mail is still not sending. A also tried the "fix-almost-any-computer-problem-ever" solution (i.e. I restarted my computer). But still nothing. I hope I've come to the right place for help. Newbie here, I just signed up this morning. I have an issue with a code I have been using for several years with multiple files/directories. Until recently all of the files have worked flawlessly. Now I have one file in a directory that does not display the text I which I am attempting to call up and it was working until recently.
Every file with the same code as the errant one work flawlessly except for the errant one, and I have 11 files to be displayed on my website at https://TheLoveOfGod.org They are all listed under the Devotionals menu button except for one which is displayed on the home page. I have absolutely no training in web design, I am self taught. I began by hand typing html coding over 30 years ago and am now using Word Press with Elementor . I do not understand why this is happening. Can any of you offer assistance to resolve this. I thank you in advance for your assistance.

Having an issue with some of my php code. The goal is to have two drop-down menus, one that pulls from "ahevents_scenarios". The second pulls the "sides" involved, however it does not go into dropdown. The other issue is that even though there are only 3 sides specified, all 5 show up on the webpage. This is in Joomla.

I've checked it a thousand times, i double checked that also the -formname of my signup page is 'formname' -the element name stays 'subcategory' I really need this to be implemented. On Net server works well. If I split the code in two files. I use XAMPP on my local comp (if it's important) This one requires lots of up front information: I have a page, for this example that I will call page.php. It takes get parameters, and for this example I'll call the parameter "step". So I have a URL like this: page.php?step=1 This page has a form with an action of page.php?step=1. The code on the page validates the posting information. If the information is bad, it returns the user to page.php?step=1; if it is good, it takes the user to page.php?step=2 via header( "location:page.php?step=2" ). So redirection is done by relative path, not full URLs. This all works as expected. Now what I've done is set .htaccess to be HTTPS for this page, via this code: # Turn SSL on for payments RewriteCond %{HTTPS} off RewriteCond %{SCRIPT_FILENAME} \/page\.php [NC] RewriteRule ^(.*)$ https://%{HTTP_HOST}/$1 [R=301,L] This works (initially). However, once you try to post the form, it just redirects back to the step=1 version of the page. I really don't know how or why that would be. I'm not sure how else I can explain this or what other information you may have. But it's frustrating to not get a page working in HTTPS that works in HTTP. Very odd. Any suggestions? (I don't even really know the best location to figure out when/why it's redirecting back to the original page.)
