PHP - Drop Down Menu Choices And Selected With Mysql Content

These are the main 3 that I've been trying, and they match up the $sqlCommand to the $numRegistrations. What would be the problem with this code? I use wamp server to test, have been using it for ages. Chrome browser to test in. If I remove the database query, the rest of the page will load. With the query in there, only the HTML code up until the database query is parsed, so therefore nothing is display on the page. Please help. So, I have observed the following when I run the script in a browser: 1. The HTML works as expected and I get a drop-down list with the article number and description of each item in the affected table. 2. I can click on an item in the list and it populates the top item in the drop-down list. 3. When I click delete row, the selected item is not deleted. 4. There are no error messages returned but the function is not executed (at least not as I would like to expect).
I have obviously missed something or made a mistake in my code. If each bike model is a row, can there be a category past that row or do I need to make each field a model name and just have a ton of fields and have the rows be the information users submit. I am trying to validate all required fields in my contact form using php. However I am unable to retain what was selected in my country dropdown list after it is selected and submitted if the form had errror while validating. I want the form to retain the value that was selected by the user to stay in the form so that users can make necessary changes and resubmit the form all other values stay in the form except the country dropdown. Hey, sorry for these fundamental array questions lately, I am not going to ask much more when it comes to this.
The hashtags come from the submit form (separated by commas) and get stored inside an array with the "explode()" function. The script should select the ID numbers of the hashtags from the table.
With the script above only the last row gets inserted into $fetch_array inside the while loop.
When the $fetch_array variable is printed on screen then only one ID number can be seen inside the array:
