PHP - 2nd Time Through Php Loop Has Wrong Data
I have a loop that writes out data for franchises. It works the first time through, but not the 2nd. Here is the page where the data is written out:

most of my traffic report contains the correct times, my time, which is CST in the USA. but some records are off by a lot. Does the time() function capture the time of the actual location from which the visitor is coming from? if so, what could I do to return my timezone for any visitor? w3 schools and php.net don't mention this. The first WHILE loop in the code below is executing correctly on the first go-round, and successfully updating the trade_offers table at the end of the loop. First, I would like to say when i tried to recover my account from this website, I took me 10 attempts to get the captcha right and then finally it said it sent me an email to my gmail account. My question is about the php date() function. It accepts a format to display a time. In the following example I use F for full representation of month, d for 2-digit day of month with leading zeros, Y for full year, g for 12-hour format without leading 0s, s for seconds and A for meridiem. It uses the correct format, but it gives me the wrong time. My local time is 4:43 and it prints out 4:12:

users within the clan attack (each seperatly)
at the end of the round, all the users attacks get added up, then subtracts from the boss' health.
if the boss isn't dead, the boss attacks.
now this is the part that isn't working properly whats supposed to be happening is:
after the boss attacks, if any of the users health within the clan attack falls to 0 or below, they get dropped from the
array, now this works, but only during the 1st round.
foreach ($attackers as $key => $value)After it checks if anyones health falls below 0, it than checks if anyones left in the array. If someone is left, then it sets back to the users attack, and redoes the loop. I'm hoping fresh eyes could lend me a hand! But when I use the while loop to pull up the data for this table, it prints out every row but the last one. I've wracked my brain for years trying to fix it, and just cannot find the solution. Below is the entire page code I'm using and you can see at the bottom what I have sadly hardcoded in to make the last row display. That's the row that will not show up.
