PHP - How To Echo The 'selected' Value Without Using The Submit Button

But on the next SUBMIT the script that swaps things around is executed twice in FF and Safari vs. one time like in EI. This results in the same result table being displayed over and over vs. the two switching back and forth. Any idea what could be going wrong in these two browsers? I've begun trying to add PHP into the <option> tag, but am not sure how (or if it's acceptable) to integrate the JS for the desired result.

I tried to test the submit button by printing out a message stating "works" when pressing the submit button, but that one does not work either. The execution of the whole script does not go path the conditional if statement check in the bottom area, and the statement "works" does not become printed out. Any ideas what is going on here?
