PHP - File_get_contents Loop Problem

Ok, I'm having some trouble with file_get_contents failing & am trying to make a loop that will sleep & then retry a maximum of 3 times before giving up & moving to the next item. I tried using a while loop but I'm getting unexpected T_WHILE, which I assume is because it's already in a while loop?

I found this:

but could use some clarification. Will that only trigger if it failes or do I need to include another if statement like

Hey guys i am trying to extract the HTML of a loop of links. Each links are diffrent pages and i manualy cheked and there all diffrent ... but for some reason, the loop always sends back the same html ... the one from the first loop.

Normaly i should get page 1 2 3 ... but i get 3 times the page 1 ... the URL is good because if i manualy open them the content is diffrent in each page

Hello,   I need some help.   I am using Sendy from Sendy.co and the Simple Ajax Script which can be found he  http://sendy.co/api   Scenario A - working Sever: Local XAMPP server Script: Simple Ajax Script from above, is working like it should allow_url_fopen: local -> On master -> Off file_get_contents: returns the full strings of the API of Sendy.    Scenario B - not working Sever: HostEurope Webserver Script: Same code, I am copying it from the folder of the XAMPP server, but it is not working allow_url_fopen: local -> On master -> Off file_get_contents: returns an empty string

it's my first post so hello to you and i hope you will be forgiving:)
I've made a basic script, which takes a urls from the form(each of them is  the new row) and then search each of those urls for an email. The problem is that only the email from the last url is returned.

A WHILE loop in a FOR loop problem

Script about links and sublinks from 1 table.

In fact 2 questions about that.
1) In the FOR loop I have for example to do the loop 3 times. (needs to find 3 results withing the loop with if and else)
When first time, he's gonna search within the WHILE loop that holds (for example) 10 records of the DB in a variable.
He needs to search for rowid number 5, he found it
He goes out of the WHILE loop and goes searching again but now for rowid number 2
 
Now it seem that the WHILE loop start searching for number 2 but won't start from his first row in the variable (10 rows from the db ).
He start at row number 6 instead of beginning all over again !!!

-> so the order of the numbers of rows MUST be in an ascending order, ortherwise he won't find them all ! But the numbers I have are NOT in an ascending order !!!
Why doesn't the WHILE loop begin again from his row 1 in the variable ?

2) even when I get all the result in an ascending order, he won't go doing a second search but with a different rowid number that he gets from the FOR loop.
It is giving me back indeed the right new rowid number,  but the WHILE loop is doing nothing. 
I have put many echo "..."; and other stuff for checking but can't find the cause !
