PHP - Moved: Php If File Exists Url Problem Really Need Help!

I have come across couple of similar answers for my question in this form, but could not solve my exact problem. Therefore I am posting this he

I have an xml file as shown below:

            <user_id>0121</user_id>

            <name>Henry</name>

            <user_id>0786</user_id>
            <name>Martin</name>
            <file>0786.file</file>
        </user>

        <user>
            <user_id>1239</user_id>
            <name>Jan</name>
            <file>1239.file</file>
        </user>
    </document>
I ask the user to input his user_id and post this user_id and perform a check on the entire xml file to check whether the entered user_id exists in the xml file or not. If exists then I go further if not echo a error message. Can anybody pull me out of this?

I need to check (from a Debian server to a Mac CLIENT (not server) machine) to see if a file exists on the file system...not an http server.

NOTHING happens after the echo of Public Key Authentication On Server #2 Successful.

I'm running this script from a bash shell.

Any ideas what might be wrong?

Well, I made this yesterday then realised, I need to check is it exists...
I got this but when I go to accept the application and the member exists in the table it enters it anyway...

I run a dev site locally on Windows and the real site on a hosting provider on LINUX. PHP5, XAMP, etc.

Locally my fopen works.
On the web server it throws an error: "Warning: fopen() [function.fopen]: Unable to access" filepath/name

The file exists on both servers; upper/lower case is correct; so are access rights.

I noticed the error only today; this was working for the last 7 months; the function serves a range of content-types; just tested XLS and it works.

Now I am stuck 

This line throws the error:
$handle = fopen($strPathFileName, 'rb');

$strPathFileName uses / only

Any pointers appreciated... thanks.
