PHP - External Hard Drives Respond Very Slow - Winodws 8

In ubuntu 18.10 ,  i created a folder name db in the external usb hard dirve changed the ownership to the www-data the apache2 server and set the permissions to 777 , i run this php code and get the permission error:

but the php code cannot change to the dir and get the error:

I'm trying to get a remote html page but I'm having a really weird problem.
I'm using curl for that and I'm getting the page url from an rss item using simpelpie.

My problem is that although the page is loading fine ( no curl errors ) , some tags are missing (and particularly the tags that containing the article content of that page).
When I'm hardcoding the url then everything is fine.
I tried to print the url that simpepie gets from rss and it's identical with the one that I'm harcoding.
So,

would Java handle it faster? can PHP be made to handle it as fast? I really need help.

check out my website and search cars for sale, then any distance and then 37919 zip. it takes too long and there are only 3351 cars on there now. before, when it only had about 2200 cars it was really fast. only about a 1000 cars made it slow. what could it be? nabacar.com It was returning results in about 15 seconds or less with 2200 cars. Now it is over a minute with only 1000 cars on it. I will have 150,000 on it when I get this sorted.

some java was written to speed things up, but it didn't seem to help. Is it the server or the code causing this?

Hello, is this ok to do? or should I add in some type of fail safe in case for some reason the server is down etc? If so, how?

Hello, I am hoping to get some help with this. I want to apologize in advance as I am not a developer more of a systems admin guy. Okay guys, here is the deal. My boss has a website, which uses from my understanding Wordpress for design, but also uses PHP. Since, I am not too familiar with the general uses of PHP, I cannot explain why they are doing it that way. The website also uses MYSQL, which I would imagine works with PHP to gather data from some back end server.    The website has five tabs on the top right corner    about   services  resources   contact us   login   When you hover over these five tabs they expand and show more menus. The tab with the issue is the services tab. When you hover over it, it works as anticipated; it expands and shows our services. Upon getting on there, there are a bunch of services, which you can click on. When you first click, it works as anticipated. However, if you try to click on another service within that category, it simply does not load the page. Now if you decide to go into a different service it works, but once you try to click on another services within x category it just does not work.   I would really appreciate everyone's help on this.
