PHP - Customizable Responsive Forum Php Mysql
Hi,
I'm a newbie.
I am looking around for a responsive forum that I can install on my website that can handle lots of users and that I can customioze so that existing registered users are automatically added to it.
In other words I don't want users to register on my site and then have to register again for the forum.
I am at the beginning of the project, so i could work it so that users register into the forum software tables and I work on permissions from there.
Any ideas?
It must be responsive as the main bulk of users will be mobile user.

I'm trying to learn static layouts, and I'm just getting the hang of them. A few friends are telling me to go responsive to accommodate mobile/tablet users? I can see it from a business sites perspective where you want all types of users and with ease of access, but my site is going to be a gaming modification community, where mobile users aren't really the target audience as it's quicker and easier to download them on the PC than a Phone. I was going to accommodate that audience by allowing them very basic usage (chat, forums, account) and leave off the heavy parts like the gallery, and downloads.
Am I going in the wrong direction? Should I be heading down the responsive route? I've literally only just started the first page for the site, but it'd mean re-learning a whole bunch more new stuff which'd prolong the sites progress.
Just looking for a little advice in which direction to head

I am working on a site and the theme is a responsive theme but the header background is not resizing on mobile and tablets below is a link to the site

One of the features that was requested was the integration of a special menu hover effect found at GitHub that creates a shadow below the menu item being moused over ( you can see this effect by visiting the link above ). As part of the fully responsive nature of the theme, when the browser collapses to a certain point or the site is viewed on mobile devices the menu itself collapses to a single-tabbed system. The problem is that the class that controls the shadow float causes this collapsed menu to look like crap. So, we want to remove the directives of this class from all the mobile viewing settings ( the @media controls ).
The effect is added to the menu via the Appearance / Menus in the CSS Classes field in each menu item with the class name of .float-shadow.
The effect works perfectly in full browser mode but needs t be removed from all the @media sections of the CSS that control the fully-responsive nature of the theme in various devices dimensions. For example, these are the @media directives:

The only thing is, I am stuck on how to get the most updated topics to appear at the top of the list. Like on every forum there is a new forum post that you havent visited yet. I am working on my own PHP project where I can build myself my own forum just like how this site functions.
I would like to have user accounts and when you log in have a list of bulletin topics that you can choose from and then post your own question or topic and then other users can go to your post and write answers to it. I know there are many forums out there that you can make and set up to use but I would like to have my own so I can customize it any way I want.
Could I get some ideas on where I should start with this. I have been working on a website with a login functionality and I almost have that set up, then my next steps will be making it so users will be able to post topics.
I been doing google research trying to get some tutorials on this but I haven’t found one that is much help. I will be using phpmyadmin database and I plan on writing my sql as mysqli.

I can't manage to get my forum to work. When I want a new topic to be made I got some code I will show in a second. But I just keep getting my own error message that just shows me something is wrong ... please help me figure it out. here is my code which is supposed to return all forums from the database and then display them in their respective categories. however it only shows one of the forums and not all of them. I've got a code that I got from a friend of mine (it was a gaming website (a game server), but he shut it down, I asked for some scripts, he sent me the whole site ..).
